Henry Milner
Milner is a senior researcher at the Université de Montréal who has published extensively on Canadian elections and electoral reform. He argued in an Ottawa Citizen op-ed piece for a robust public education campaign for any proposed change. Milner has written in support of a mixed-member system in the past.
André Blais
Also at the Université de Montréal, Blais holds the Canada Research Chair in Electoral Studies and has written on how voting systems affect turnout and engagement.
Also testifying is Alex Himelfarb, former Clerk of the Privy Council and academic. Himelfarb supports proportional representation.
